The original critically-acclaimed A War of Whispers is a competitive board game for 2 to 4 players. Five mighty empires are at war for the world, but you are no mighty ruler. Instead, you play a secret society that is betting on the results of this war while pulling strings to rig the results and ensure their bets pay off. A War of Whispers is a game of deep strategy, hidden agendas, and shifting loyalties.

A War of Whispers: Expansion of Influence is a new expansion that introduces multiple new gameplay elements, including:

Rebalanced setup rules.
The Orca Clan, an island nation of raiders that disrupts coastal plans, activating after the Horse Empire.
The Guilds, which provide unique agent abilities, activating before the Bear Empire.
A fifth player, whose secret society is called the Sparrow Underground. To play with a fifth player, both the Orca Clan and Guilds must also be included for sufficient agent placement options.
A double-sided board with customized scenarios and alternate setup rules for endless replayability.

Loyalty cards contain predefined loyalties for each player. This allows players to balance their initial faction allegiances to decrease the randomness or duplication that the base edition of War of Whispers provides.

Before the game, choose a loyalty set (Set 1 through Set 10). Shuffle the loyalty cards and deal one face down to each player. Players secretly arrange their loyalties based on their cards. After placing loyalties, all cards are returned to the box without being revealed.

The Orca Clan module adds a sixth faction located on an island next to the main map. This faction is special for two reasons: no players are loyal to it, and it can use "Raid Tokens" to attack different locations across the map. Adding the Orca Clan gives players more places to place agents and more ways to threaten safe locations on the map.

The Guilds introduce six new actions for your agents, creating more spaces for agent placement and offering various new ways to manipulate and influence the game. You can protect a region from attack, add ports to create new lines of attack, upgrade council actions, add bounties to the board that can be collected for points, remove key agents from play, and move agents around in new ways.

The new game board has two sides. One side shows all of the icons needed for setup, slightly rebalanced based on feedback from the base game. The other side removes those icons to allow the alternate setup scenarios included in the rulebook, plus rules for creating your own unique setup when you Play!
